Two design issues

See the attachment for the design template. 1. The blue content box should have a standard minimum heigth. The function min-heigth is not working in Internet Explorer, so you have to use another way to solve this issue. 2. On pages with a smaller heigth than the browser, the heigth of the background image is to small. This results in a white space at the bottom of the page. You need to test in Internet Explorer and Firefox. I need to have solved these issues fast.
